The first concrete report of weapons from foreign donors reaching the Libyan rebels came Tuesday, but significantly, those 400 AK-47 rifles did not go through either of the two generals claiming to be the leader of the rebels’ forces. Instead, they went directly to a civilian, Fawzi Bukatef, a petroleum engineer who has been training other civilians and sending them to the front lines.
