ACTION ALERT!

Mar. 9 deadline to stop NRC from implementing “their” spent fuel plan over safer methods.

Agency:
Nuclear Regulatory Commission
Dates:
The direct final rule is effective April 21, 2015, unless significant adverse comments are received by March 9, 2015. If the direct final rule is withdrawn as a result of such comments, timely notice of the withdrawal will be published in the Federal Register. Comments received after this date will be considered if it is practical to do so, but the NRC staff is able to ensure consideration only for comments received on or before this date. Comments received on this direct final rule will also be considered to be comments on a companion proposed rule published in the Proposed Rules section of this issue of the Federal Register.

Thanks. Brilliantly put! This is the post which I made quickly. If I can in time I will add more later. https://miningawareness.wordpress.com/2015/03/09/holtec-broken-nuclear-fuel-rods-in-dry-casks-comment-deadline-monday-11-59-pm-edt-dc-tues-3-59-am-utc/ I ran into another thing about how the US DOE, or whoever is inspecting the old Holtec casks, is doing so at the most ideal times of the year. PNNL, for the DOE, had the “average” temp at Diablo in Southern Cal as 50 degrees Fahrenheit, whereas it has been as hot as 108 F there in warmer months! For most months of the year the record high has been 99 to 108. Whoever inspects them was doing so in November or December. Even then the temp is more like 60F. The one in NJ they had as a much higher average than Cal! They were inspecting it in late summer or fall. I would like to advise people to tell the US NRC to go F(ukushima) off but the gov agency for immunizations won’t allow anonymous comment. I wonder if that is legal? If too many people say nasty things the NRC might shut off anonymous too.

PS: It’s also interesting that Holtec, whose Pres, CEO and founder, Kris Singh was born and educated in India, is the private “American” company who got the nuclear waste contracts for Ukraine. India was more oriented toward Russia for awhile. Why does the US have to make Ukraine safe for a businessman from India then? Strange. The Mittal Steel owner just requested some exemption to continue dumping toxic waste of some sort. Need to see what that was.

For testing surly they have to test at least 20% lower then expected low temperature and 20% higher then expected high temperature, that is prudent engineering for safety and nuclear risks should go beyond that. The owners and safety agencies are at fault if there is problems no matter what goes wrong. Cooling any material of mixed elements to fast risks cracking and damage and any material of mixed elements cooled slowly will change the materials mix due to settling of heavier elements.

9 03 2015
miningawareness

Yes, you are absolutely right. The cooling of the material is a big issue and problem. The nuclear industry isn’t held liable like a normal industry. They mostly get off the liability hook with the Price Anderson Act. That is the big crime. In other industries if engineers do wrong they are punished and even imprisoned. Those in the nuclear industry seem to do as they please. It is unfathomable.

Agreed. I wonder if they missed that there is internet now. Then, I keep thinking about a professor from Louisiana who got his degrees in Boston. He said that when someone threw books away in Boston that people were jumping in the dumpsters to get them. But, if it was Louisiana they would be burning the books. However, the Atomic Vet who wrote to the Mining Awareness blog was from the Boston area and was getting the run-around. They have Markey but they still have problems. He never did say if he had asked Markey for help.

I spoke to a man from Poland who was amazed Americans shoplift in bookstores.
He said in Poland they try and sneak books INTO bookstores!

got comment in under the wire – requesting extension of comment period –
————————————————comment:

The NRC and Fed. Register need to extend this deadline by at least 3 months to allow the public to comment!
This sneak-in-the-night tactic of making major changes to storing spent fuel rules without public notification that is proper or evaluation of safety concerns is a crime against the public.

It is fuel mis-match and hasty fuel rod exchanging that has caused a calamity in the Ukraine just months ago.

Extend this comment deadline.

Great comment! I don’t follow the things like I should. I had fallen upon this a few days after it was posted and it’s only about a month. Then forgot the date or they changed it! But, one month is nothing for such a complex topic. They run through so many things that it’s hard to keep up, so I haven’t even tried, except where I fall upon them. They spend years getting comments on the official rules and then get the exemptions like General Honore said. Love that man! Glad Bayou Corne brought him into action. We need more cussin and movin’! Unfortunately, as he said, we need more lawyers too.

For those who are commenting last minute: https://miningawareness.wordpress.com/2015/03/10/holtec-nuclear-waste-snf-casks-friction-stir-welds-kissing-bonds-other-safety-concerns-comment-now/ Maybe there will be the extension or someone will sue. First blog post I rated “X”, :), as a joke of course. The kiss of death. The post is dead serious. One of the weld problems was so obscene sounding in context that I couldn’t bear to repeat it except in the quoted material from wiki!

Oh, by the way, I made a boo-boo but corrected it in posts. It is damaged BWR fuel which are “only” about 1/3rd of US reactors. I thought it was 1/3rd but thought I checked and all were boiling water. The only consolation is some statement that Dana said about going through so much material that he was bound to make a mistake and he has made at least one. The 1/3rd is from memory from when this first came up. I think I counted up all of the PWRs and BWRs. Not sure if the changes in welds and material testing is for all. It would almost have to be. The error went in my comment, unfortunately. The person checking the post for me didn’t notice. There are other outstanding questions – like if the aluminum basket and broken fuel form a galvanic cell, like the so-called lasagna battery. And, if the ionizing rad would turn the helium backfill into hydrogen gas. It seems that it would. I am told that it could. The ICRP 118 comment period is coming up soon. It has to do with radiation to the eyes and other important things. Also, concrete degradation, ISL uranium mining.

It still says 11.59 EDT. Did they extend it officially? People in the US had better care about the Holtec casks more than Fuku anniversary. Fuku is a problem every day anyway. I want to do something for Bob Crow I think for 3-11. I have done a good bit on Japan. Crow was a magnificent UK transport union leader and I think the Tube was about to go on strike again. He suddenly died at around age 54 on 3-11 last year! He did get excited speaking. But, was outspoken anti-nuclear. Can it be an accident that he died on 3-11? I wonder what the odds are that a high profile vocal opponent of nuclear would die so young on 3-11? Arnie Gundersen is being banned from speaking in Cumbria. I will send that to you later after this deadline passes. Holtec is going to do the casks at Sizewell B! That’s the one that Hilda Murrell died over. Died for saying there was no solution to the nuclear waste so they should just stop making it! They need to find and certify another company. Areva certainly can’t be trusted to make good casks. The other certification belongs to EnergySolutions former Goldman investment bankers. Both Areva and EnergySolutions are F-ing up Fukushima water purification.

On the desperate authors – that’s the funniest thing ever. On the NRC – the web site is done absolutely wrong. It is not automated. They read and post them (or not). I think that in the past they have uploaded them and just ignore them. Maybe someone will get mad and sue, if the world is lucky. You may be interested in the (re) blogs from Radiation Free Lakeland that they are running roughshod over local democracy (and of course geology) to try to site the nuclear dump. Will destroy the Lake District and turn up old fallout while doing boreholes (actually they are already.) They already tested and found it unfit geologically. Crazier is those who want the nuclear labs, etc. but do not want the waste! I was shocked that the Snake River Alliance spokesperson said that someone else wants Idaho’s low level waste. No they don’t! Of course, I am sure she is opposed to the entire lab. But, I bet half of the one million population is working for that lab and the other half white supremacists. It is cool and arid and already polluted and making more garbage. Why shouldn’t they keep the waste – not buried but safely stored as possible? Maybe they should return the Rocky Flats waste, as that is still contaminated anyway, but not send it to a third party! Nuclear waste dump blocked in Saskatchewan even though the province is so largely dependent on uranium. Does it make more sense to site it directly on the largest fresh water source in the world? The Great Lakes? Idaho and Saskatchewan were Native territory but so was the whole of North America. Is it right that fracking water from North Dakota is going to be dumped in the Atchafalaya Basin? There is nothing much in N. Dakota. Yes, it is American Indian but so was the Atchafalaya, as seen by the name. Only difference is that the western Indians were non-compliant so they have a better legal leg to stand on. Historically there is little difference in being run off the land in the 1800 to 1830 period, or a bit earlier, and 1875 to 1900 or so. But, the second are at an advantage. They used dirty tricks against the eastern Indians, whereas it was straight out war with the western ones. A lot of eastern Indians who refused to go to Oklahoma weren’t given reservation status either. Then, of course, they can’t even claim to be Indians because status is of official, government sanctioned, community and not of blood. GRRRRRRRRR!

grrr is right. Idaho is very beautiful state. And there is a big nuke weapons lab there.

10 03 2015
miningawareness

I’m sure that it is beautiful. But, parts of Idaho are also highly contaminated already from them doing all of their crazy experiments. They are starting up a test reactor from 1959 (TREAT)! And, while they need to dig the stuff up so it won’t poison the aquifer, I think it’s wrong for them to send their waste to other less contaminated areas. That means also don’t sent it to less contaminated parts of Idaho. It’s got to either stay or go. If they don’t keep it, someplace else will get it. Just like Fukushima. Some don’t want to keep Fukushima waste in Fukushima. Yes, it’s a lovely place but other parts of Japan are lovely. Will they spread the poison around and make everywhere uninhabitable? If the testing zones of Idaho are uninhabitable, then put a nicely built above ground storage facility for the waste there. Don’t send it to bury in Texas or put in landfills in Tennessee, which is what is happening. Don’t send it to Louisiana salt-domes. Or to dump on South Carolina or Mississippi or where-ever. Those places didn’t get jobs from Idaho’s lab. Those places are hot and wet and coastal and more prone to corrosion and have more people and agriculture. Each place in the world has its own beauty. Tennessee benefited from nuclear labs too, but they have plenty of their own waste. Ditto for SC. The man who set up that Texas dump is now DEAD, but they are burying all of the stuff meant for WIPP. I’m sure that Saschatchewan is pretty too. That’s not the point. The point is that it has to stay put or go someplace. If the site is already contaminated, why send it to uncontaminated sites! WIPP was leaking water from the get-go and they knew it. So why was Rocky Flats and other waste going there? Rocky Flats is still contaminated even though they sent the soil to Idaho, then dug it up and sent it to New Mexico. Also, they sent South Carolina waste to WIPP so they can take foreign waste. It is musical chairs. Some places can’t keep their waste safely because of earthquakes and coastal areas, which is where it gets really bad and unfair. It’s not fair that San Onofre steam generators were sent for burial in Utah, but also it’s dangerous to keep that stuff in an earthquake zone. They could send it to Utah but store as safe as possible. Some places (not in the USA) number the waste and have room for fire-trucks to get in, above ground – not a dump like WIPP. Also, Idaho is going to get sent some of the foreign waste! Snake River Alliance is of course opposing it, but added that they want to send their low level away. They need to NOT take the foreign waste (probably German pebble bed reactor), but keep their own low level waste. Low level is, of course, not low level at all! I only hope that once they stop making nuclear waste – which must be soon – people will get a grip and be able to think logically and place it in a neat, orderly and safe as possible manner in an already highly contaminated zone, which benefited from the mining, research or whatever. I still think that it all belongs in bunkers under the parliaments-congress of those countries having nuclear waste. Then you can be certain it will be properly done, if it is under Congress, under Westminster, etc. There is also the secondary problem that the further west the dumps are the more they rain on the entire continent in an accident.

I heard (from more than one place) that Europe paid the mob to take away their nuke waste and they put in drums and just dumped it in the Sea …. off Somalia. And that the pirate counter-offensive was a ploy to justify lots of military there as the stuff began washing up and they did a big operation to try and clean it up/cover it up.

Whenever you have time will you please go on the Flickr IAEA picture Albums and let me know how many of those pictures you think were staged? And if maybe the IAEA was sent on a bus to a different reactor or fake site? Didn’t Dana and Yochi suggest that? Can it be an accident that Bob Crowe, anti-nuclear trade unionist, died suddenly on March 11 of last year at age 52? Tony Benn, another anti-nuclear, anti-war activist died at age 89 on March 14. Tony Benn had had a stroke in 2012, but he led a lot of marches against the wars in March of various years. They were among the only English anti-nuclear activists who were well-known, high profile.

That is right about the mob. Rense said something this week or last about how Germany is dealing with its nuclear waste- like they’ll have a brilliant idea. I wish I could have told him their brilliant ideas. Mafia took German nuclear sludge and dumped it on Italy’s most fertile farmlands and maybe under their new highway. Now it’s the Circle of Death. Also, the German power companies or Urenco sent waste to Russia and German environmentalists made them take it back or some of it back. Just finally understood what the deal was about Germany threatening to sue UK over nuke waste. It’s because Germany doesn’t allow storage of damaged fuel so they sent it to Sellafield and they said that if it’s not reprocessed they will sue for breach of contract (Sellafield is having issues with the reprocessing things again I think and it is to close). So, UK is sending some other processed waste to Germany and keeping unprocessed. German gov was going to send both waste from near Aachen and Ahaus waste to Savannah River. I think that was most of their high level waste. It seems some is working its way to Idaho. Probably Pebble Bed fuel to go into TREAT to be tested. There is Germany’s brilliant technological solution! Dump it elsewhere! They can’t leave the waste near Aachen because of earthquake volcano but I imagine there is someplace in the east which will be dumping on poor, most likely. But, can’t leave it by volcano-quakes. It’s not fair to export. UK is going to force the underground dumps, probably on Cumbria, and some have mentioned that other countries want to send to UK. France or Germany may want to dump there. Maybe Switzerland, but they aren’t in EU. Switzerland dumped a disproportionate amount in the ocean, when it was allowed. It’s just all messed up. It just makes me crazy for someone to say that someone else WANTS their nuclear waste (e.g. lady in Idaho). First step is that no one wants it. Not after WIPP anyway. Then what is next step. More and more it will be imposed because no one wants it. Also makes me crazy that several of the nuclear labs are suing US gov to take their waste away someplace else. I agree with suing over WIPP but not to make LANL waste “go away” though I guess there are fire considerations. It still seems they could set up a spot at LANL, etc. Of course, very first step is stop making it. Those who want to keep making waste but to send it elsewhere enrages me the most of all. It makes me even more upset as I’ve come to understand that there may never be a safe solution because of the randomness of radiation. They will really have to monitor each and every container and be prepared for anything.

Thanks. I will check it out. Looking for something interesting to post quickly on Bob Crow before it rolls around to the 12th in the UK. Or, to dedicate to him. Scary that he seems so forgotten one year on. Weird that he died on 11 March at age 52 and Tony Benn the same week. Both high profile opponents to Trident and nuclear power. Benn was 89 and had had a stroke in 2012 but that’s not a death penalty. He had led many antiwar pickets in March. Maybe they were sad in March or overworked, but it sure looks symbolic. But what good is symbolism if almost no one notices? Someone from his union is running on Green ticket. I think that the UK could have had a Green PM in the form of Bob Crow by the time he was 62. And, they knew it. Could be wrong, but on a roll he seemed more impressive than Huey Long and it has always been believed that FDR had Huey bumped. Bigger reason might be that Crow was going to lead another Tube strike. There were remembrance tweets coming in for him, but not enough. Some of the old aristocrats, like Benn, had become pretty progressive. Maybe that’s why they appointed new Lords and put most of the old hereditary ones out to pasture. I don’t agree with Bob Crow on everything. For instance, I don’t think that the UK ever had capitalism, that I recall. Bay of Hudson Co was backed by a Prince, etc. Think it’s always been state capitalism or state subsidies-backing. I am thinking the problem is always corruption. It does look like the UK despises the working man and woman, as he said.

I wasn’t meaning to be so apocalyptic but rather saying that even if the nuclear waste is properly kept and monitored there can still be accidents because of the many unknowns. And, everyone knows that it is never done properly. They could filter the water for Fukushima. There are several technologies for filtering tritium. They just don’t want to spend the money to do it. One is based on the different freezing temp with water. Oddly tritium has a higher freezing temp, which doesn’t make sense. I don’t know if anything could be done to contain Fukushima. But, filtering the water would be a start.

A lot of that video was actually pretty with the snow and sky. The melt-off will be a problem. London Calling is a more appropriate soundtrack http://youtu.be/IL9hDmoxkiA “The ice age is coming, the sun is zooming in Meltdown expected,… A nuclear era, but I have no fear ‘Cause London is drowning, and I, I live by the river” There’s the whole issue of global dimming. Air pollution from China and maybe Fukushima could be causing cold and snow. The above ground weapons testing made a mini-nuclear winter -probably the ice age coming in London Calling is a reference to nuclear winter; meltdown referred back to Three Mile Island; the sun may be nuclear war. But, the whole Denver airport conspiracy theory is wild. Who would want to fly after seeing that? Wiki says that the red eyed mustang statue fell on the maker and killed him! I noticed that the boy with the hammer or whatever you call it looked like Nazi Rolf in Sound of Music, after thinking that the suit looks sort of Bavarian, but crossed with Texas cowboy – maybe German Texas cowboys. So, it is easy to see the Nazi headquarters there mentioned as one conspiracy. The underground city is an interesting topic. 5 or 10 years ago the Swiss were selling off a lot of their bunkers in the Alps to private people. Someone has made a private storage for gold bars. There could be many underground cities that no one knows about. Also I think one theory is that they want Haiti for its real estate. Maybe they will move to the Caribbean and make the US the waste dump. Notice that the Caribbean is nuclear free.

Maybe if the elites go someplace else then people can start anew and cleanup the mess.
