Oroville Dam Has Stopped Reducing Water Level

SUNDAY NIGHT UPDATE: They have OUTFLOW

http://cdec.water.ca.gov/cgi-progs/queryF?ORO

Pretty decent numbers tonight –

IN: 13.5k   OUT: 17.3k

MARCH 5 –  KRCR:Lake Oroville rising 2.6 feet in the past 24-hours. The lake remains 39 feet below the top of the emergency spillway.

California requests $440 mn [from state] for flood control after dam crisis
[Brown] asked the state legislature to approve 387 million for use from a water infrastructure fund in addition to 50 million from a state general fund. . . “
“. . . .President Donald Trump cleared the path to release federal aid for the dam after a request from Brown, who had already declared a state of emergency to mobilize local resources. “

UPDATE: An explanation for the outflow shut-off

Sacramento BeeState officials temporarily shut down power plant at Lake Oroville

” . . . Officials turned off the plant at 10 a.m. Saturday and began efforts to deepen the channel at the base of the plant, which will allow for increased releases. They expect the shutdown to last one to two days.”

Californians – recall in Hurricane Rita the gas pumps didn’t work (gasoline ran out + power outages and no pumps working) so at least get all the gas you need in advance if you are sticking around for the traffic jam too-late-evacuation.

Thanks, K. M. for the news tip 😉 – F.C.

Oroville Update: Dam’s Power Plant Shut Down Again, and Problems Emerge Downriver.
Excerpt: After hearing a declaration like that, you might involuntarily say “uh oh” when what you’ve been told is a big step forward is interrupted without explanation.
…DWR Acting Director Bill Croyle said the agency planned to have all five running by early next week, which would allow a release of about 14,000 cfs…The reason: Crews need to remove more of the rock, rubble and sediment from the debris-choked channel downstream of the power facility to allow it to operate full bore. From the release:

“We will dig deeper so we can fully ramp the plant up,” said DWR Acting Director Bill Croyle…DWR engineers have determined that further deepening of the channel will help the power plant reach full capacity and that it will take approximately 1-2 days, at which time the plant will be restarted….Steep banks along the river started collapsing after DWR abruptly cut flows down the damaged spillway on Monday from 50,000 cfs to zero…With high water no longer propping up the shores, the still-wet soil crashed under its own weight, sometimes dragging in trees, rural roads and farmland, they said.

“The damage is catastrophic,” said Brad Foster, who has waterfront property in Marysville (Yuba County), about 25 miles south of Lake Oroville.

…state Department of Water Resources, which runs the dam, said Friday that they’re monitoring the river for erosion. But they declined to discuss the situation.

5 03 2017
flyingcuttlefish

you bet they declined to discuss it … after all millions of people don’t live downstream with no way out except 2 lane roads surrounded by water and ready-to-slide hills.

5 03 2017
flyingcuttlefish

I think the new trench will last less than 48 hours …

5 03 2017
Keith C. Mandeville

I don’t think the canal is wide enough or deep enough to handle the kind of output we saw the last two weeks. All of the waterways below the dam have not been adjusted to handle the extra, enormous volume of water that is sure to occur. The additional rain, warmer weather, and 600 inches of snow melt will add further strain to the 9 dams at capacity north of the Oroville dam. These 9 dams feed Lake Oroville.

West’s Super Floods May Wash Over Aging Dams, Scientists Warn
http://uk.news.yahoo.com/wests-super-floods-may-wash-171002494.html

“Dams aren’t built to withstand every curveball nature can throw—only the weather events that engineers deem most likely to occur within the dam’s lifespan. When many Western dams were built in the mid-20th century, the best science to determine such probabilities came from historical records and stream gauges.

But that record only stretches back to the late 1800s, a timespan Baker calls “completely inadequate.” …”

The critical height of the Oroville reservoir is 860 feet, according to officials. At this level the emergency spillway will be reopened. The pictures and videos I have seen do not indicate they are prepared to reopen the spillway. At 4:00PM PST, 03.08.17 the Oroville Lake level was at 859.14 feet.

My comment is missing, which is no surprise to me. I’ll posting again, without the 03.17.17 TRUMPET news video.
I heard last night and again on this video that the surface height of Lake Oroville, before the damaged spillway will be reopened, has been bumped up from 860 feet to 865 feet. Looks like daytime mountain temperatures will be warming to at 10°F above freezing next week.

The inflow & outflow numbers have disappeared. The above freezing mountain temperatures will begin melting the 600 inch snow pack next week. Let’s hope the missing numbers is a temporary problem. I’m going to try to send links for the dam flow stats and the dam CAM. I’m assuming the CAM is live, not prerecorded from a month ago, or in a 24-hour loop to trick the public. Just keep an eye on the big rock and the small tree, in the zoomed CAM shot for an indication of water level rise.

Looks like the main spillway will be reopened possibly on Friday or Saturday. The lake level continues to rise. The spillway has yet to be repaired to its former smooth state. Repair crews have reinforced crushal areas with a quick setting concrete. This includes the very important dam-side of the main spillway hole. I’ve read that the California Department of Water Resources does not want the fast moving water to create a back flow that eats away the materials under the main spillway back towards the dam.

In this recording of a live broadcast, the TRUMPET News guy downloads a pdf at 11:28 from the California Department of Water Resources inspection report from about September 2014. Something’s wrong with their calculation of input and output cfs. Their calculations have been suspect in the past. Between 5am & 6am this morning the inflow increased by a little over 17,000 cfs, with RIV REL and power plant output remaining relatively similar. Yet output still fell by 50cfs. So, if the Oroville Lake input rose by a little over 17,000cfs and the output increased by 50cfs, then still have a net input gain of 17,000cfs. How can the Oroville Lake storage decrease by 1,600 AF if the lake input increases by 17,000cfs.
