In the third folder we discover they may be importing subjects to experiment on from outside the USA.  See 0020.

0010 mentions a possible translator and 0022 has an interpreter’s fee. Here is a snip from 0010 – Other-than-CIA agency mentioned.

This item, 0000017484_0002 is odd. Mentions “contractory refugees” and “translation” fees.

So take a look here – items 0015 to 0020 is all about these “refugees”, supposedly from communist influenced country.  We made some PDFs:
