Sichuan Earthquake: Wily Pentagon Completely Confused China About What It Had And Was Doing?

National Intelligence Director Mike McConnell’s inaugural address in June 2007 about canceling the Misty satellite program – what Republican Congressman Peter Hoekstra, Republican Chairman of the House Select Committee on Intelligence, conveniently said was a serious compromise of national security – was a most clever move to persuade America’s opponents to think that it would not have undetected space ability to destroy their capability to defend themselves, whether it be tracking such weapons or destroying them in case of war. It seemed that America had only two such satellites according to Professor Jeffrey Richelson, author of The Wizards of Langley – one put up in 1990 and another in 1999 – and the cancellation apparently left America naked to its potential enemies, as the first one was certainly not even still airborne, as satellites only have a shelf-life of about six to eight years, and time was clearly running out on the second one if it was still in the sky.

The ending of the $9.5 billion project, way over budget, was justified because America no longer needed stealth satellites to spy on the defunct Soviets but smaller, trickier ones after the 9/11 attacks to track down difficult “…terrorist cells and underground sites for nuclear programs run by countries such as Iran and North Korea.” (Associated Press, “Spy Chief Scraps Satellite Program,” June 21, 2007) Lexington Institute’s Loren Thompson, an independent space weapons expert, confirmed that the budgetary decision was indeed a fact, while Congresswoman Heather Wilson, the top Republican on its intelligence panel, downplayed the consequences of the termination by explaining that some of the technology developed by the Misty program could be used in other ones, though she conveniently declined to provide any examples.

Of course, distinguishing stealth satellites from image and radar-seeking ones is a most false one as all satellites should have a stealth capability so that they can most effectively do what they are designed to do, whether it was to capture images of Soviet ICBMs going on line for a possible launch, or discover bunkers of some potential enemy where its nuclear weapons are stored. Without a stealth capability, the ICBMs might only be prepared for launch during overcast conditions, or the potential enemy might move them underground which prevents them from being seen under any conditions. The distinction, in short, seems to have been disinformation to confuse potential targets of America’s satellites from suspecting what it was preparing for.

The problems with this public demonstration was that its disclosures were largely belied by what the Air Force Secretary Michael Wynne had said months before. In an article about Chinese ground-based lasers blinding US image and radar satellites, the usually tight-lipped Wynne said that America still had an “enormous” lead over the Chinese in space, and, consequently, the Pentagon and the American public should not be worried. The US had at least three heavy satellites of the Keyhole-Lacrosse-Misty kind, so even if one of them became inoperable or crashed, it would still have its normal complement for dealing with the problem.

As for what the real complement of space satellites of military value the Pentagon had, there was still that infamous National Reconnaissance Office shoulder patch which showed four satellites, three apparently of an image-making variety, and one with a radar-destruction capability – what a big airborne laser could achieve. Director Donald Kerr had replaced it because it was too revealing of their offensive capabilities. The replacement patch did not change the agency’s capability, though, only provided a less alarming cover of what it was capable of – what illustrated in spades the capability that Wynne had alluded to.

At this time, the American government was preventing the publication of Danny B. Stillman’s book, Inside the Chinese Nuclear Weapons Program – a big book about what he had learned while he was working at the Los Alamos National Laboratory, finishing up as its intelligence director. Stillman had visited China nine times during the 1990s, obtaining a good view of what Deng Xiaoping had had rebuilt in the mountains near Chengdu after the 1976 earthquake in Tangshan – the one apparently destroyed by Soviet airborne lasers – had effectively wiped out its first nuclear establishment. During Stillman’s visits to China, he learned all about its Institute of Nuclear Physics and Chemistry around Mianyang;  Beichnan – the home of the father of China’s nuclear program, Deng Jiaxian – the nuclear research, testing, and manufacturing center way up west in the mountains at Dashita; and the nuclear underground assembly and storage facilities still further north in this most remote area.

When Stillman tried to get the courts to overturn the refusal by the CIA, the Defense Intelligence Agency, and the Pentagon to allow the publication of 23 long passages in the manuscript despite the contracts he had signed about disclosures – what, in effect, gutted the project’s attractiveness – he finally failed, the Appeals Court for the District of Columbia explaining that its publication could “…cause serious damage to national security, create serious risks to intelligence sources and methods, and/or cause significant strategic and diplomatic setbacks to the United States. The Court also is convinced that the disputed passages contain information that is not in the public domain.” (Danny B. Stillman v. Central Intelligence Agency)

It did not require a rocket scientist to determine that the manuscript was a road map to the essentials of China’s nuclear capability. Its publication might ruin future efforts to mine what it was developing, and its outcome might well result in a serious setback to Chinese-American relations.

The reason why the American defense establishment fought so hard against the publication of Stillman’s manuscript was because it was most concerned about China’s possible proliferation of nuclear technology to Libya, Pakistan, North Korea and other rogue states – what could well call for focused counter measures to punish the growing Pacific power. When it was finally learned through Colonel Qaddafi that Beijing had indeed been helping these powers gain a nuclear capability through its help in providing them with the technology for generating electricity through atomic power, Washington was understandably looking for ways of stopping the process. China justified the covert operation in the hope of stopping India from becoming the primary player in the region by helping Pakistan and possibly others keep up with its nuclear achievements.

Any doubts about what Stillman and his associate Thomas C. Reed were up to when he visited China were completely ended when they published in 2009 many details about them in The Nuclear Express, as these quotations amply demonstrate:

“At every stop within China, Stillman found English-speakers translating U. S. documents night and day, alumni of prestigious and lesser-known U. S. schools working the problems, and a suffocating attention to every scrap of information dropped by visitors.” (pp. 127-8)  The Chinese test site area (known as Milan) is seven times larger than the U. S. Nevada Test Site. It is an electronically secure facility.” (p. 354)

“But there is another advantage to an atmospheric test ban: the privacy it gives the testing nation. Without tests in the atmosphere, competing and inquisitive neighbors cannot collect fallout debris. They will have a harder time understanding the devices tested by their rivals, it becomes easier for the testing nation to bluff.” (p. 128)  “That reactor, FBR-2, was capable of delivering an intense flux of neutrons and gamma rays within microseconds, thereby simulating the radiation emitted during an actual nuclear device detonation.” (p. 227)

“This was Stillman’s second visit to that epicenter of Chinese nuclear weapons technology (Science City), and it was far more informative than the first. He was taken to see high-explosive test facilities, chambers capable of containing the debris from the detonation of a dozen pounds of high-explosives wrapped around heavy metals simulating uranium.” (Ibid.)  “For reasons not clear, in 1999, the American door into China’s nuclear world slammed shut.” (p. 229)

“The coming of the internet has brought an awareness of wealth disparity to rural China. It has also made possible the near-instantaneous assembly of huge crowds to protest dam-building, land-seizures, or simple mismanagement. If one such protest burns out of control. a hundred million Chinese will know about it within and hour. Could the establishment within the cities withstand such spontaneous combustion? Probably not…” (pp. 233-4)

Any understanding or concern about this turn of events was completely undermined by the finishing touches that Naomi Klein put to The Shock Doctrine: The Rise of Disaster Capitalism. Earthquakes, especially their causes, were not even considered disasters except when she was alluding to the consequences of the Indian Ocean tsunamis in Sri Lanka. Thanks to the role of climate change, she claimed, “disaster generation can therefore be left to the market’s invisible hand.” (p. 540)  No conspiracy theories were required for dealing with all the disasters, only how their consequences were handled. There was no more a conspiratorial dimension to disasters than thinking that the US government “…had a hand in the 9/11 attacks or took no action to stop them ‘because they wanted the United States to go to war in the Middle East’.” (p. 539)

This was all apparently written with a straight face while recounting that “…hurricanes, cyclones, floods and forest fires (were) all increasing in frequency and intensity,” (p. 525) while Lockheed Martin, the aerospace giant noted for making satellites, missiles, airborne lasers, integrated defense systems, and the like, was taking in $25 billion of taxpayer money in 2005 alone, more than the gross national product of 103 countries, and more than a good bit of the US government itself. In recounting what it made, she somehow left them out, preferring to site its running the government’s computer systems, data management, sorting the mail, totaling up one’s taxes, running space flights, and monitoring air traffic.

The disparity between what Lockheed Martin manufactures, and what Klein said it does seems more than accidental, especially when one reads what she said about Boeing, the giant airplane, satellite, and arms manufacturer. Boeing is now particularly known for its lasers, airborne weapons, and integrated defense systems but she made it look more like simply a civilian aviation industry which has sprouted into making a $2.5 billion project to fence off Canada and Mexico from the USA with electronic sensors, unmanned aircraft, surveillance cameras and eighteen hundred towers. (p. 555) She even mentioned it providing $20 million to start up neocon Richard Perle’s Trireme Partners, a venture capital firm to develop products and services for homeland security and defense. (p. 405)

As if this wasn’t strange enough, Ms. Klein added that Deng Xiaoping’s China was primed for a bout of disaster capitalism because of its having adopted a double dose of the Chicago boys’ shock treatment – the first to open up its command economy to globalization, and the second when it crushed the protesters at Tiananmen Square in 1989. With the eradication of popular opposition to Deng Xiaoping’s radical reforms, the Chinese leadership risked terrible blowback if there was some kind of disaster, especially if it exposed helter-skelter work that was done in the process. The raw terror of the suppression, she concluded, kept the country quiet for awhile, but it was now increasing in incidence and vehemence. “China too,” Klein concluded, “is coming out of shock.” (p. 579)

In so concluding, Ms. Klein overstated the role of Party General Secretary Zhao Ziyang and future President Jiang Zemin had played in the showdown with the rebellious students, thanks to their meeting with neocon rabble-rouser Milton Friedman – what she thought indicated a serious division within the Party leadership over how to deal with the protests, and threatened a new civil war.

Actually, Zhao never really saw himself as the instigator of serious trouble, and didn’t realize that he had been sent into exile until years after the uprising had been suppressed. In the process, she vastly overstated how many had been killed, two to seven thousands (p. 237), rather than the 300 to 700 – what indicated that China was less of a powder keg than she thought.

To set the stage for triggering the still necessary disaster, McConnell made his pursuit of bringing down the Misty satellite an open obsession, as I have already discussed:

The demonstration knockdown was to show the Chinese leadership that Washington could knock down its own, spent satellites with a missile too – what Beijing had secretly done to one of its own satellites two years previously, starting the whole process of somehow figuring how to deal with the troublesome Chinese – but more important to show that the Pentagon apparently no longer had such radar satellites to take the offensive.

After the Misty satellite was knocked down, the Air Force could have failed to keep track of its falling debris, leading to the first loss of one of its famous stealth bombers, a B-2, while it was taking off from Anderson Air Force Base in Guam, to confirm the shoot down.  At least, that was the way it seemed when the Air Force provided a video of the group of four B-2s taking off. After the first one lifted off without difficulty, the second one was doing the same until right after liftoff when apparently a piece on the runway bounced up, hitting the trailing edge of its left wing, causing its engine to explode, and the plane quickly crashing in front of the control tower, the two pilots ejecting safely in the split-second, slam-bang operation. It all almost seemed staged to give the impression that the Air Force was hopelessly out of control in any operations.

America’s covert government then sprang into high gear, hoping that its actions to help loosen Chinese control of Tibet would ultimately so shake its control in other foreign areas, especially Myanmar and North Korea, and even domestically that its continued existence would be placed in jeopardy. The campaign was triggered by the Dalai Lama, head of Tibet’s government in exile, condemning China’s brutal rule of the country in anticipation of the 50th anniversary of the failed coup in 1959 – what was precipitated by the successful flight of the 14th Dalai Lama when it really commenced. The current one’s speech triggered riots in Lhasa and throughout the country, resulting in the death of many ethnic Chinese residing there, and of some Tibetan protesters. The results did not augur well for similar Chinese living in Myanmar and North Korea if further rioting occurred, thanks to unexpected events or disasters.

Tibet’s continuing plight reminded the CIA all too well about its own troubled past in the isolated country. Its first two heroes, Douglas Mackiernan and Hugh Redmond, had died in trying to prevent the Chinese communists from occupying the country, and then promoting its rollback. Mackiernan had been killed, beheaded, and buried in an unmarked grave by Tibetan border guards while entering the country in 1950, hoping to mobilize the Muslims in surrounding areas of western China against Mao’s advancing People’s Liberation Army. As Ted Gup wrote in The Book of Honor: The Secret Lives and Deaths of CIA Operatives, “…a key part of his mission was to embolden and advise the very resistance…” (p. 20) which he had only alluded to in a letter to his wife.

In a dedication service at CIA headquarters in 1997, DCI George Tenet revealed that MacKiernan was its first agent to die while doing foreign service for it, and his name which had not been revealed in Gup’s book.

Redmond’s mission in 1951 was to infiltrate as a foreign illegal operative, posing as a business man, the newly established communist regime with agents recruited from Shanghai in the hope of mounting resistance against it through acts of sabotage. (p. 50) Redmond was simply rounded up, though, by the communist authorities as a security measure, and languished in prison for the next nineteen years after having been convicted of espionage in 1954.

In 1970, just when young Robert Gates – later to become DCI himself, and recently the Secretary of Defense – was starting his career with the Agency in earnest, it was shocked to learn that Redmond had finally committed suicide after a covert ransom plan, involving famous Americans, and a $1,000,000 in Agency funds, to gain his release had failed.

And then there was the plight of other agents, and missionaries who finally were freed by Beijing. China, in sum, was the biggest source of losses by the CIA, even bigger than the former USSR, and it was high time for a payback for all its setbacks – what Tenet had started with the laser-guided bombing of the Chinese Embassy in Belgrade during the campaign to force Serbia’s Slobodan Milosevic to withdraw his forces from Kosovo, due to its “faulty information”. Gup concluded: “This was paired with scandalous accounts of Chinese spying at U.S. nuclear weapons labs and wholesale theft of America’s most sensitive secrets.” (p.371)

To give added credence to this claim about “wholesale theft of America’s most sensitive secrets”, and provide insurance against being seen as the culprit as the countdown of the attack against China neared its end, the Justice Department was putting the finishing touches on its indictment of fall guy Dr. J. Reece Roth – an expert on plasma technology, what the latest Misty satellites were equipped with to make them undetectable by Chinese radar – for spying for Beijing. Roth was working with graduate students from China and Iran on protecting drones with plasma technology, and had visited China twice to help in the research.

Upon his return in 2006, he was arrested by the FBI, and it ultimately determined that Roth’s lack of concern about the security of his research, especially allowing his assistants to see many Defense Department articles about plasmas, constituted espionage, and, like Samuel Loring Morison back in 1985, Roth faced a long time in prison if convicted of the 18 counts.

To pull off an earthquake around China’s nuclear weapons center in Sichuan with the least cause of suspicions, the Air Force heated up with its latest Misty laser satellite Cyclone Nargis in the Bay of Bengal in late April 2008, much like it had Hurricane Katrina when it passed by Cuba in 2005, changing its direction to the northeast, and having it slam into the militarily-led Myanmar with deadly consequences. Its junta had long been on the Pentagon’s hit list because of its close relationship with China, and its continued holding hostage of democratically elected Aung San Suu Kyi. Its generals simply did not know what had hit it, and how to respond to its devastation, as this link recounts:

While the world was mesmerized by how the Burmese junta would react to the devastation Nargis had wrought, especially how it would treat the help offered by the French and Americans in ships lying offshore, the US Air Force turned the aim of its space weapons upon targets northwest of the Sichuan area in China, the desert where its qanats were attacked, causing a minor earthquake which loosened the connections between the Indian and Asian plates, hoping to destabilize the connections at their other end where the threats of underground facilities collapsing, landslides, rock falls, cave-ins, dams bursting, viaduct failures and the like had been increased by Chinese secret development of the area. It was all very similar to what the USS Jimmy Carter did to the Indian-Australian plate’s connection to the Antarctic one in anticipation of the earthquake which occurred two days later where it met the Burmese one.

As the process moved to the Wenchuan area further south, the signs of an impeding but most unexpected earthquake increased, leading to all kinds of warnings to officialdom, but Beijing could not afford to heed them because of the rapidly approaching Olympic Games. China was caught between the proverbial rock and a hard place. If it reacted vigorously to the reports – say even attempting to shoot down the offending Misty satellite, an apparent act of war – it risked the most expensive Games turning out to be a non-event. If it did nothing, it seriously risked national security, especially if the suspected earthquake turned out to be a massive disaster. In sum, it just had to act as if nothing serious was happening, and hope that whatever happened would not threaten the regime itself.

Starting on May 2nd, there were increasing reports of cloud formations coming from Sichuan, a precursor of a large earthquake occurring according to Professor Zhonghao Shou’s vapor theory about their cause, though he was surprisingly quiet about it all, leading one to suspect that the Pentagon had shut him up too by making him sign secrecy contracts in order to receive remuneration. Ever since 1991, Papa Bush had insured that no federal employees could blow the whistle on anything the government did except waste, fraud, and waste to Congress. (Angus Mackenzie, Secrets: The CIA’s War at Home, p. 171)

A laser was apparently causing them, peppering the open, loose area with beams which increasingly shook and dried out all the underground places where water was. The whole area was a kind of qanat system where man had helped nature in opening up the whole area to catastrophic collapse. When the Air Force became worried that the Chinese might be on to what was going on, especially after there was a massive toad migration at Mianzhu three days before the quake – a traditional precursor of one – it had the Misty satellite activate its plasma envelope, causing the second kind of rainbow clouds, which made it invisible to Chinese radar, and permitted the beaming to continue during the daytime.

On May 12th, the devastating earthquake happened, burying everything in the area in rubble except for those places which had a firm rock foundation. Beichuan city, thanks to a rippled effect it received from the epicenter, was simply buried in rubble – what no kind of earthquake protection building would have prevented – and the Chinese government has simply left untouched as a memorial to the dead. The underground nuclear assembly plant, and nuclear weapons storage sites high in the mountains received the same fate. The testing site at Dashita was so severely damaged that its nuclear reactor apparently exploded during the earthquake, but was completely covered in the ensuing rubble as if the Chinese themselves had programmed its destruction as if it were simply a test.

It was the best example yet of what Naomi Klein had called “so-called Acts of God or by Acts of Bush (on orders from God),” and it is most interesting to see how the world, especially Ms. Klein, reacted to what had been wrought, as we shall see.






2005-6 Pakistan and Iran Earthquakes: National Reconnaissance Office Struggled To Keep Up

The increasingly restricted view that Naomi Klein provided about the role of man in the making of disasters – whether they be natural or deliberate of some sort or another – had already experienced unprecedented feedback by Senator Jay Rockefeller and a few other Democratic colleagues on its super secret Intelligence Committee.The previous December they had objected to yet another National Reconnaissance Office (NRO) Misty satellite being in the works, action which he had twice tried to stop, and called “totally unjustified and very, very wasteful and dangerous to the national security.” What he was referring to – though no one had yet claimed SIGINT satellites “very, very… dangerous” – was so sensitive that the NRO had called upon the Justice Department to look into the prosecution of any alleged leaker.
Klein’s failure to investigate the ramifications of this development, much less write about it – given what happened during the 2005 hurricane season – is simply mystifying.

Of course, given this essential news blackout about covert possibilities, the NRO had been able to move against the growing problems in Pakistan whose Balochistan, Federally Administrated Tribal Areas (FATA), North-West Frontier Province, Swat Valley and Pakistan-administered Kashmir were becoming increasingly Taliban and Al-Qaeda dominated despite what Washington had dictated to strong-man President Pervez Musharraf. He had staged a coup in 1999 against Prime Minister Nawaz Sharif over the conduct of the war with India over Kashmir, and received $10.5 billion in aid from the West, once he had capitulated to threats of being attacked unless he didn’t join the so-called war on terror. While he supplied three airbases for the conduct of Operation Enduring Freedom, he never really went after the Taliban because of his own strategic interests and needs, causing so much consternation in Washington that it finally decided to fix the problem as best it could.

About the situation around 2005, Ahmed Rashid has written in a 2009 issue of The New York Review of Books, “Pakistan on the Brink,” the target area had become an absolute powder keg, thanks to the inaction of the Musharraf regime though somehow making no mention of the earthquake then. Maulana Muhamed had so used his FM radio station with inflammatory messages in the Swat valley that Al-Qaeda and the Taliban built up several more stations and an army for him. In FATA, the Pashtun tribal leaders had organized their own militias, and plans for the liberation of Pakistan, slitting the throats of some 300 pro-government ones in the process. In the meantime, the Afghan Taliban, thanks to the inaction of the relevant Pakistani authorities and the assistance from FATA and Balochistan, revived their insurgency in Afghanistan. And extremist Punjabi groups joined the mix after Pakistan’s relations with India over Kashmir cooled down.

Pakistan, like most of the countries between China and Morocco, has its own system of qanats, called karezes. These are the underground systems of water collection which rely upon a central well under the surface to supply entrance to a collecting chamber at the lowest ground level, so that fields can be irrigated, and populations supplied with the basic essentials. They can be vast distances in length with tunnels along the way for more collections, and proper ventilation, While Iran was thought to be the source of Pakistan’s systems – what the NRO had taken advantage of in making its 1990 and 2003 earthquakes – actually the design of its karezes are thought to have come from Afghanistan. While pipes have replaced tunnels in many Pakistani kerezes, making them less manipulable from outside forces, delay-action dams to collect more water have made them more unstable if so attacked.

Again, Professor Zhoughao Shou predicted the Paskistani earthquake, as he had those off the coast of Aceh in November-December 2004, but no one in a position of authority took them seriously. In the December 2006 issue of the “New Concepts in Global Tectonics” Newsletter, he laid out his findings about recent serious earthquakes in “Precursor of the Largest Earthquake of the Last Forty Years,” pp. 3-12. His critics believed that earthquakes always started deep underground, thanks to tectonic plates crashing together, and that there were never visible precursors of them. Shou continued to say that his vapor theory about cloud formation over earthquake epicenters, and their unexpected movement – contrary to usual weather patterns – demonstrated otherwise.

After a discussion of Shou’s claims, the newsletter concluded: “This work demonstrates that the vapor theory does not give false warnings. Shou’s recent investigation shows that all earthquakes of magnitude 7 or above in the world from June 1993 to October 2005 have a vapor precursor. In contrast, government seismologists worldwide have not yet made a precise and reliable prediction.” This seems to say more about their character than that of various earthquakes.

Still, Shou made no attempt to explain the cause of the cloud formations, and many of them could well be from plates rubbing together, volcanic action, etc. The Pakistani one appeared just too convenient politically, and suspiciously connected to the Misty satellite passing overhead every 90 minutes to be of natural origin. The next to last passage overhead caused a minor earthquake, and after all the inhabitants around Muzaffarabad had gone back to bed after their morning tea, as it was Ramadam, the devastating one occurred 90 minutes later, killing 86,000 people, and rendering another 500,000 homeless.

When the Musharraf government acted most positively to offers of assistance, Washington was uncharacteristically most supportive of disaster relief occurring anywhere along the “axis of evil”. It airlifted 1,200 military personnel, 162 cargo lifts of equipment, and 1,900 tons of supplies. With the opening up of the Taliban-dominated area to American forces, the Agency for International Development Administrator Andrew Natsios announced to a November Reconstruction Conference that it was providing the Paskistanis with $300 million in aid, the Pentagon was throwing in another $110 million, and private charities would be adding another $100 million.

Despite all the hoopla about this assistance of save the living, and subsequent aid to help them progress, Pakistan was in even worse shape than Afghanistan afterwards, thanks in part to the continuing silence by those in the media and in politics who knew about its real causes but have failed to speak out, as Rashid has concluded:

“In Pakistan there is no such broad national identity or unity. Many young Balochs today are fiercely determined to create an independent Balochistan. The ethnic identities of the people in the other provinces have become a driving force for disunity. The gap between the rich and poor has never been greater….There is confusion about what actually constitutes a threat to the state and what is needed for nation-building.” (p. 16)

While the NRO had pulled off the man-made earthquake around Muzaffarabad, Pakistan on October 8, 2005 without a hitch, the Bush administration still had to be worried about unexpected, damaging blowback, how to exploit the new openings, how to provide a few fall guys for what the real covert culprits had done, how to get rid of them in an orderly, unthreatening fashion, find suitable, accommodating replacements for them, and provide new cover for the most powerful space weapons, so that more mayhem could be conducted with the least suspicions by the media and the public about what was really going on. In sum, it was time to make for a clean slate on the covert front so that more beneficial disaster capitalism could occur.

As soon as the Reconstruction Conference on Pakistan in November 2005 showed that the United States was most pleased with Mushrarraf’s settlement of its laser-caused earthquake – opening up its territories bordering on Afghanistan to American covert operations – the Bush administration replaced acting Air Force Secretary Peter Geren, the Pentagon’s all-purpose fixer, by Michael Wynne. He was another Pentagon insider – former acting Under Secretary of Defense for Acquisition, Technology and Logistics – who was responsible for the development, testing and purchase of all new weapons systems, especially high-powered laser devices which the Air Force was taking the running of from Dr. Donald Kerr’s NRO. This was just part of the Pentagon’s game of musical chairs to keep the media and the public in the dark as Geren immediately became the Army’s Undersecretary, and then its Secretary when the current one was made a fall guy for the failures of veterans at Walter Reed Hospital.

With Geren conveniently out of the way, whistle-blower Russell Tice then claimed that the National Security Agency (NSA) – the NRO’s official superior – was mining the private actions of millions of Americans, what President Bush had claimed only concerned a small number of Americans in a focused way. The same day that The New York Times published Tice’s anonymous contentions, he told ABC he was the source, as this link explains:

Of course, this touched off a running firestorm about what NSA was doing, one which is still continuing, leaving the NRO securely high-and-dry about what it had been engaged in. One could hardly have had much doubt about what NSA was doing under Director Michael Hayden despite the surprises expressed by NYT reporter James Risen, and author James Bamford in Body of Secrets: How America’s NSA and Britain’s GCHQ Eavesdrop on the World, given Bush’s views of the President’s war powers. While Risen had been Tice’s messenger, Bamford had been given a complete snowjob about what NSA had been experiencing, and doing when it came to its eavesdropping, especially when it came to signal intelligence (SIGINT), when he visited the Director. (See p.451ff.)

Hayden – with the help of former House Intelligence Committee chairman and now DCI Porter Goss, the Committee’s former staff director John Millis, former NSA Director and now Director of National Intelligence Mike McConnell and others – had given a most pessimistic appraisal of its SIGINT capability aka Echelon while dragging the USS Jimmy Carter needlessly into the process, acting as if it was essentially to be involved in tapping fiber-optic cables, and as if the USS Parche, the Navy’s most decorated sub in this regard, was no longer in commission to do it. Bamford’s sources gave the totally false impression that NSA was in no position to keep up with threats being facilitated by the use of personal computers, cell phones, the Internet, e-mails and fiber optics – a process further complicated by the delayed commissioning of the Carter. (p. 465)

In giving this most restricted account of NSA’s muscle, Bamford restricted the sub’s SIGINT capability beyond recognition, acting as if it were only an underwater messenger of what others were saying rather than a platform for striking back in all kinds of ways from its Multi-Mission Platform. There was no mention of its being a sub with a completely different mission, one where it could leave behind munitions, not just mines, to explode when it was convenient and safe, and SIGINT capability to convert messages – apparently from air guns and laser acoustic weapons though they were not mentioned – which would give the recipient more than he or it expected. In doing so, Bamford used an unnamed Los Angeles Times source rather than what Rear Admiral J. P. Davis had written in “USS Jimmy Carter (SSN23): Expanding Future SSN Missions” in the fall 1999 issue of Undersea Warfare:

With Pakistan completely split open because of the earthquake, the Pentagon’s ‘Special Operations’ teams (SOTs) took full advantage of the new opportunities – what they had previously been mainly doing in Iraq, Afghanistan and around Saudi Arabia where Major General Stanley McChrystal, who had become Commanding General, Joint Special Operations Command (JSOC) in September 2003, saw fit. McChrystal was a former ‘notorious psychopath’ Ranger who was working the ‘dark side’ missions that Vice President Dick Cheney had said were required after the 9/11 attacks. McChrystal embodied the tactics which characterized the covert growth of America’s hidden empire – organizing teams to carry out extra-judicial killings, systematic torture of prisoners, bombing of communities to make them more cooperative, and search and destroy missions.

“The SOT’s,” Professor James Petras recently wrote about Washington’s continuing covert wars, “specialize in establishing death squads and recruiting and training paramilitary forces to terrorize communities, neighborhoods and social movements opposing US clients regimes. The SOT’s ‘counter-terrorism’ is terrorism in reverse, focusing on socio-economic groups between US proxies and the armed resistance. McChrystal’s SOT’s targeted local and national insurgent leaders in Iraq, Afghanistan and Pakistan through commando raids and air strikes.”

These operations in Pakistan were well underway when General McChrystal in February 2006 became Commander, JSOC. It had already attempted to kill Ayman al-Zawahiri by an air-strike in Damadola, eliminating senior commanders Abu Khabab al-Masri and Iman Asad allegedly in the process, and attacking the Danda Saidgai training camp in Northwest Waziristan. Al-Qaeda and the Taliban responded by assassinating the US consul in Karachi, and by the end of the year, given the escalating ‘dirty war’, controlled not only the province but also South Waziristan. It’s much easier to expand wars rather than end them.

Encouraged by early results in Pakistan, Michael Wynne’s Air Force – now the operator of the NRO’s heavy, laser satellites – was authorized to give Iran, it seems, another dose, targeting the strategic area equidistant between Baghdad and Tehran in the Shia heartland on March 31, 2006. Encouraged by the agreement the Security Council had just reached that Iran should never obtain nuclear weapons, Washington hit the only area in Iran not known for having earthquakes, and did so during another nighttime operation which would have killed thousands of people, like earlier at Bam, instead of only 70 if it had not been for the action by its Unexpected Disaster Committee – as if normally disasters are expected! Once the first earthquake occurred early during the night of the 30th, it roused the population from its beds, assuming that more would occur, and two more did just after midnight local time.

Of course, by this time relations between Washington and Tehran had so soured that it did not even ask for help, as it had after the Bam earthquake. And President Bush had geopolitical matters so much on his mind that he said this twice about the earthquakes: “We obviously have our differences with the Iranian government but we do care about the suffering of the Iranian people. Secretary of State Condi Rice uttered similar “deep sympathy” for the suffering of the Iranian people, offering to supply aid, but none was forthcoming according to Defense Department spokesman Bryan Whitman. Iranian-American relations had descended to such a low point that hardly any niceties were in order.

The reason for the icy relations is not hard to determine if one reads the details about the earthquakes, and the damage they wrought. They occurred in two separate places – in the mountainous area noted for its agricultural operations, the epicenter well removed from the alleged fault line which official seismologists say caused it, and in the area around the cities of Boroujerd and Doroud. The agricultural area relies heavily upon its qanat (kanat in arabic) systems for providing the necessary water for its fields of grain and fruit orchards The earthquakes were surprisingly close to the surface, only going down about seven kilometers.

Then almost all the killing and damage occurred in the mountains where the first 4.7 earthquake hit, resulting the the vast majority of the 70 human deaths, and 1,000 large livestock and 6,000 small livestock ones – killed when their barns and sheds collapsed. Most noticeable was the dozens of dead sheep and goats found in the fields, apparently killed by the lasers beams when they heated up the kilometers of kanats in the process. This is why they have always been used in the night – what the NRO shoulder patches were bragging about it owning – so as not to commit most suspicious human deaths rather than simply ones in their beds. Great destruction and damage was also done to deep wells, water storage areas, and 4,500 meters of kanats.

With the Bush administration now hopeful that it had finally turned the corner on Iraqi violence after the ouster of Saddam Hussein – what SOD Rumsfeld may have planned from the beginning with his ‘shock and awe’ campaign in the hope that its post-liberation mayhem would kill off the necessary Sunni and Shia troublemakers – he now prepared his departure from the Pentagon. While a few generals and admirals were finally expressing their displeasure about what had happened during his preventive wars – what Rumsfeld even acknowledged – he wrote a secret memo on April 6th, calling upon his minions to “keep elevating the threat…”.

While the ignorant might think that he was referring to more 9/11 style attacks, he added this to make sure that there was no confusion about what he meant, but not in the places threatened: “Talk about Somalia, the Philippines, etc. Make the American people realize that they are surrounded in the world by violent extremists.” (“Rumsfeld ‘kept up fear of terror attacks’,” The Daily Telegraph, March 11, 2007) In doing so, he deliberately ignored what Iran, Pakistan and North Korea were apparently aiming for with their nuclear programs, and what the Pentagon was doing its utmost to prevent. It all sounded like his swan song from the Pentagon, reminiscent of his Anchor Memo when he took office with the intention of fixing it despite all the governmental obstacles.

While Rumsfeld withheld announcing his resignation until the day of the 2006 Congressional elections, though it so leaked to the press so that the voters would know he was leaving – hoping that the long-awaited act would bolster Republican chances at the polls but it didn’t, causing the Bush administration to lose control of Congress – it immediately nominated everyone’s choice, former DCI Robert Gates, to be his successor, and he was confirmed in record time. Gates had been former President Bush’s replacement of DCI William Webster, and achieved the kind of coordination between the Agency and the Bureau – especially in handling the Iran-Contra cover-up which cost him the job the first time after Reagan had nominated him to replace William Casey – which the gigantic Pentagon so sorely needed now. Gates’ first victim, after a prudent pause, was DCI Porter Goss in May 2006 who he knew all too well after his long career in the Agency. Goss avoided analyzing intelligence too much, as his dismissing the leading analysts in the Agency showed when he took over, and was too careless in his private life – what had led to his forced retirement when he came down with venereal disease after visiting, as many high-flying bachelors in Washington did, the prostitution ring aka “Capitol Couples” that Hana and Karl Koecher were running for the Czechoslovak security and intelligence service. “Hana, blonde, attractive and ten years younger than her husband,” Christopher Andrew wrote in The Sword and the Shield, “later boasted that she had had sex with numerous CIA personnel, Pentagon officials, reporters from major newspapers and a US Senator.” (p. 200)

Three days later, after it was learned that Goss’ Executive Director, Kyle ‘Dusty’ Foggo, had been having sex parties with Hana, he too was gone, though the Agency denied that there was any connection between the resignations. Foggo had been instrumental in arranging the heating up of Hurricane Katrina, and slowing the response to it, and had had a corrupt relationship, involving former acting Air Force Secretary Geren, in kickbacks Boeing was giving out. Of course, the cause of his resignation was just the cover story as this had been known for at least a quarter century, and it claimed that Foggo had had to go because he was sharing her with Soviet spy, Felix Bloch, rather than with Goss too.

Little wonder that NSA director Major General Michael Hayden then followed Goss as DCI. Hayden knew where most eavesdropping secrets were buried, and how best to keep them covered up. John Negroponte, the new Director of National Intelligence and former US Ambassador to Iraq, knew most about the personnel problems at CIA, and arranged the necessary changes.

Steven Kappes, the former DDO who had resigned because of Goss’ Chief of Staff Pat Murray so politicizing the Agency, was brought back as the new Deputy Director – Negroponte having been informed by Mary Margaret Graham, an Assistant Deputy Director of Counterintelligence, of all the womanizing and politicizing there. This had been particularly difficult for Negroponte, the former American Ambassador to Honduras, because Foggo had been a close associate involved in its search and destroy missions, organized from the embassy. Most important, Robert Richer, the number 2 man in the DO who resigned suddenly during Hurricane Katrina because of the DCI’s isolated decision-making, had to find a new place, becoming CEO of Cofer Black’s Total Intelligence Solutions in 2007.

The most important decisions then were made by Negroponte, and his replacement at National Intelligence, Mike McConnell. The plan was to make sure that everyone believed that the Pentagon was apparently not planning a new generation of space-based surveillance satellites, and the ones it already had were being destroyed. At the same time, NRO Director Donald Kerr left, having transferred the last vestiges of its heavy satellite, SIGINT operations to the Air Force, and by replacing the aggressive shoulder patch – showing one of its four orbiting satellites hitting back at unsuspecting targets, and bragging about its owning the night – with a most innocent one, showing just two orbits of satellites, circling the globe. Kerr was replaced by Scott Large.

Negroponte was most eager to tell the press, especially U. S. News and World Report, about the “managerial nightmare” he had in getting rid of the $25 billion, over-budget, and five-year behind Future Imagery Architecture System – what planned to establish in space dual purpose imagery and SIGINT satellites to do whatever was required. Poor quality control in the satellites, and technical problems with their operations raised questions about their ever being completed. Negroponte moved decisively to end the program, getting rid of half of the classified project – apparently the SIGINT half as the Air Force still had the Misty satellites which could perform the necessary send-back messages if necessary.

No sooner had McConnell been installed as Negroponte’s replacement as National Intelligence Director than he announced that he had closed down the production of the satellite spy program, and was in the process of finding out who was responsible for the hopeless boondoggle, seeing to his dismissal. McConnell, in stopping the production of more Misty satellites, said nothing about stopping the use of ones still in service. And he was apparently looking for Air Force Secretary MIchael Wynne who had been pushing their production, though McConnell conveniently postponed his search and Wynn’s firing until he was no longer needed. In this context, Naomi Klein’s latest, comprehensive survey of disaster capitalism, The Shock Doctrine, appeared, and covert planners were most relieved to see that it had grown very little in its basic character, and in its coverage. The role of satellites, especially laser-equipped ones and submarines in their making, and their possible use on countries like Iran, Turkey, Pakistan, and those around the Indian Ocean were never even alluded to. In fact, they, outside of Sri Lanka, were never even seriously mentioned in the whole process. Actually, she hardly said anything new about the subject since her damage-limitation story on the Katrina disaster.

If anything, according to her, shock doctrine was wearing off rather than increasing.






Hurricane Katrina Tragedy: Neocon Rumsfeld’s Failed Corrective for the 9/11 Cockups and Their Fallout

The Bush administration, especially the Pentagon’s Donald Rumsfeld and Director of Central Intelligence Porter Goss, was most concerned about public and media reaction to Hurricanes Katrina and Rita – worried that they might be seen as the culmination of their covert operations coming home to roost, thanks to what Naomi Klein had written in The Nation the previous spring about the rise of disaster capitalism, and what former Malaysian President Mohammad Mahathir had been feared of alluding to before a conference on the environment at Kuala Lumpur shortly after the disasters.

The Secretary of Defense had appointed Peter Geren – a slimy former Congressman hoping to take advantage of Anadarko Petroleum’s windfall profits in the Gulf while attempting to mobilize the country behind the Christian Embassy’s crusade against Islam – as Acting Air Force Secretary to provide cover for the air cowboys in the National Reconnaissance Office while they heated up the Loop Current in front of the hurricanes by an ionospheric heater for strategic purposes under the official leadership of its new Director, Dr. Donald M. Kerr, who had been sent over from the Agency by Goss to give their operations a veneer of authenticity.

The Defense Secretary had been itching for such a comeback ever since it had been caught completely flatfooted by the 9/11 attacks on the World Trade Center and the Pentagon. Just before the first plane hit the North Tower, Rumsfeld had been speaking to a select group of military leaders who were still recovering from the speech the previous day in which he declared war on the Pentagon’s bureaucray, and Republican Congressmen about the possibility of such an attack occurring at a morning breakfast in the Pentagon, not realizing that the feared event had just happened because of him and the CIA only assuming that the assailants were only highjackers when they turned out to be suicide bombers, hitting the very center where the fight back was to come from. Never in the history of the United States had the political leader, responsible for protecting the country from foreign attack, been more humiliated. While addressing the Chiefs of Staff of the various services who had been completely kept in the dark about what was afoot, Rumsfeld’s chickens had come home to roost with unparalleled vengeance. The scene was what Marine Commandant General James L. Jones had long envisioned because of Rumsfeld’s always driving the Department’s agenda politically – what made Jones decline even being interviewed for replacing General Hugh Shelton as Chairman of the Joint Chiefs of Staff when his term ended, and celebrate General John Jumper on becoming Air Force Chief of Staff on this happy note just before the 9/11 attacks: “Welcome to the most disappointing group you’ll ever be associated with. Military advice is compromised by political leadership.It doesn’t emerge. ” (Quoted from Bob ‘Woodward, State of Denial, p. 71:)

After the first plane hit the North Tower, the breakfast was soon adjourned, and by the time the second plane hit the South Tower, it had been cancelled. Deputy Chairman of the Joint Chiefs, Air Force General Richard Myers, who would take Shelton’s place, was sent scurring off to Senator Max Clelland’s office to explain away the bad news. Myers later explained to Woodward. “If you can’t stand it, then you’ve got other options. You can retire.” (Quoted from p. 73.) Chief of Naval Operations Admiral Vern Clerk after he had retired told Deputy Chairman of the JCS General Peter Pace that the job of Chairman would eat him up if he accepted it as it merely entailed doing what Rumsfeld wanted, and it did after he took it. (Ibid.p. 405ff.)

It was hardly surprising that after all the payback for the 9/11 attacks had been handed out in Afghanistan and Iraq, along with their own blowback, that the Bush administration became increasingly worried after the President’s re-election that the administration would lose control of Congress. Bush and Cheney were always wanting body counts to show that it was winning there despite continuing reports of incredible carnage on both sides. In July 2006, Rumsfeld would not even tell Woodward that the allies were winning in Iraq: ” ‘The enemy can move swiftyly, he said.’ They don’t have parliaments and bureaucracies and real estate to defend and interact with or deal with or cope with. They can do what they want. They aren’t held accountable for lying and killing innocent men, women and children.” (Quoted from ibid., p. 486.)

In a second interview Woodward had with the Defense Secretary, he sounded so weak, and out of the chain of command that he left Woodward speechless. Instead of his being two or three steps removed from it, Woodward declared: “He is control – not the Joint Chiefs, not the uniformed military, not the NSC or the NSC staff, not the critics or the opiners. How could he not see his role and responsibility?” (pp. 487-8) If the American people only knew how difficult it was to run their government, Rumsfeld had said earlier, they would “…understand the extent to which the current system of govenment makes competence next to impossible.”

The only hope that Rumsfeld and others in the administration could see redressing its most difficult condition was the American electorate somehow voting for it in the 2006 congressional elections despite Bush only being in denial about the whole situation. “I’ve got to help the president get through what is going to be a really rugged three years,” National Secuirty Adviser Stephen Hadley had earlier admitted but would not expand upon when asked. “And if the Democrats take over the House and the Senate it’s going to be unbelieveable after 2006.” (Quoted from p. 491.)

To remedy the desperate situation, Rumsfeld decided again to do the military’s job for them – what is best described in the infamous records of Operation Northwoods. “According to secret and long-hidden documents obtained for Body of Secrets,” James Bamford wrote, “the Joint Chiefs of Staff drew up and approved plans for what may be the more corrupt plan ever created by the U. S. Government.” (p. 82) They envisioned everything from making it look like the Cubans had shot down John Glenn’s risky oribiter circling the globe if it failed to replaying the sinking of a ship around Cuba, like the battleship Maine back in 1898, with all hands to rouse American public opinion for the elimination of Castro and his Cuban revolution.

These plans were followed by ones calling for alleged Castro terror campaigns in cities along America’s south coast through the use of refuees seeking shelter in the States, making it look like the Cuban fighters had shot down an American airliner in the area, and finally a drone CIA airplane, filled with explosives rather than passengers, taking the place of a regularly scheduled flight on its way to Cuba, and while it hightailed its way back to Elgin AFB, the drone would be blown up after transmitting “May Day” calls, indicating that it was under attack.

The plans were the creation of JCS Chairman Lyman L Lemnitzer and his associates. President Eisenhower had given the project the go-ahead during his last days in office, hoping to get rid of the Cuban regime as the crowning achievement of his presidency, and was continued behind the backs of the Kennedy administration until it finally learned of it, and had it stopped. Secretary of Defense Robert McNamara, Rumsfeld’s model, treated the crazy Lemnitzer as a school boy who was not to be taken seriously, and wasn’t.

The only difference this time was that Rumsfeld would use space weapons of the Pentagon’s National Reconnaissance Office rather than its special forces, feigning to be Cubans. The heating up of tropical storm Katrina was a revamped version of what the discontinued Project Stormfury had attempted until 1982 by eye replacement of hurricanes and cyclones by seeding them with silver iodide in the hope of dispersing them by causing their supercooled water to freeze. The biggest source of difficulty was that they already had too much frozen crystals, so the solution was heating up their eyes so that the crystals became supercooled water – that the Air Force was able to do when it passed over Key West, and then went into the Gulf which had been heated to unprecedented temperatures by the NRO’s ionospheric heater, creating a mammoth storm surge which swept aside everything in its way.

It became the most costly in US history, causing $81 billion in damage, and killing 1,836 people, mostly around New Orleans. Its victims would have been even worse than the terrible 1928 one if it had not been for all the warnings about what was coming. While Rumsfeld was sure that Katrina, like the shooting of John Lennon, would have the populace craving public help and protection, it had just the reverse effect because of federal, state, and city authorities were incapable of doing almost anything, especially in a coordinated way, to relieve the suffering. It was another example of his ‘stock and awe’ plans for solving everything, and this time the government paid dearly for it.

Just sounded too much like what Eastlund had boasted about what his inventions in weather modification could achieve. The fallout was certainly enough for Chairman of the JCS General Richard Myers to finally announce his retirement on October lst before the congressional campaign was really heating up. When the voting took place, Rumsfeld himself followed as the Democrats had regained control of the House in an unprecedented way. They ousted the Republicans without losing any incumbent, and picking up all the unfilled or independently-held seats. The nightmare situation was now basically Hadley’s to deal with.

Malaysian President Mahathir’s prepared remarks around the same time had been completely sidetracked, though, by a walkout by the Anglo-American diplomatic delegation – apparently triggered by fears that he would give the lowdown on how tropical depressions, ending with Zoé in the Pacific, had been cooked up into cyclones and hurricanes – resulting in an off-the-cuff diatribe about American and British war crimes in Afghanistan and Iraq. Klein had alluded in her article to the “Acts of God or Acts of Bush (on orders from God)” which had created disasters from “Iraq to Aceh, Afghanistan to Haiti”. The island republic suffered in 2005 its worst hurricane damage in history, starting with Hurricane Dennis, which killed at least 40 Haitians and left 15,000 homeless.

Still, Fidel Castro made up for Mahathir not saying more about the Katrina disaster by offering the aid of hundreds of doctors, and tons of medical supplies to Katrina’s victims – what he had already done for the hundreds of thousands victims of the Indian Ocean tsunamis, indicating that America’s chickens in weather manipulation had truly come home to roost. The offer was so telling that the White House refused it, telling the Cuban leader to give his own people freedom instead. Cuban had avoided its own cockup over the disaster, surprisingly reminiscent of the 9/11 attacks, by learning to coordinate an effective response to such predictable hazards.

Fortunately, for the Pentagon and the Agency, Klein preferred in her article, “Let the People Rebuild New Orleans” in the September 26th issue of The Nation, to see Katrina’s wake as an opportunity for democracy rather than the result of institutionalized recipes for disaster – what had been the norm for almost all disasters whether they had been natural or man-made in origin. There was no hint that the hurricane was just another example of “vulgar colonialism”, to quote Shalmali Guttal from her earlier piece – a clean slate to be reconstructed by the parallel governments of disaster capitalism as it saw fit. In fact, Klein never even used the term, and has rarely done so since.

The people of New Orleans, according to Klein, would not go quietly in the night, “…scattering across the country to become homeless in countless other cities while federal relief funds are funneled into rebuilding casinos, hotels, and chemical plants…” Community Labor United, a coalition of low-income groups in New Orleans, would not let the area be treated as if it were some third-world disaster site. The $10.5 billion provided by Congress and the $500 million raised by charities, Klein added, belonged to the victimized people, and they should be allowed to use it in ways they saw fit, not like what happened to the people of Sri Lanka after the devastating Indian Ocean tsunami. If the inhabitants of Mexico City could force their government to rebuild their community after the devastating earthquake in 1985, the people of New Orleans could do the same.

Unfortunately, this proved to be a complete pipedream, as Klein herself duly recorded in The Shock Doctrine: The Rise of Disaster Capitalism, though the role of disasters – hurricanes, cyclones, and earthquakes – were sorely missing in helping explain the process until it came to Katrina. There was no mention of the consequences of any cyclone, especially Cyclone Zoé, which had wreaked such physical, financial and social havoc in the Western Pacific and Indian Ocean whatever their cause. There was no mention of other hurricanes which had regularly pounded Cuba, not even the devastation caused to the island by Katrina – only what Hurricane Mitch had conveniently done by mass flooding to the troublesome states of Honduras, Nicaragua, and Guatemala in Central America in October 1998. (pp. 500-1) And earthquakes – especially the ones in Iran around the Manjil-Rudbar area, and in the ancient city of Bam in anticipation of the two Gulf Wars, and the one in Turkey at Izmit in 1999, whatever caused them – were surprisingly not included among the tactics of disaster capitalism.

Shock doctrine, the less insidious term according to the expert on the subject, was essentially caused by various neo-cons, especially from Chicago and Harvard Universities, who persuaded Southern Cone dictators to adopt unfettered capitalism whatever the cost and consequences, and when they were overthrown, their successors liquidated their debts by essentially scrapping whatever was required at great social and economic cost to satisfy lenders, particularly the IMF and the World Bank “Believers in the shock doctrine,” she conveniently concluded, “are convinced that only a great rupture – a flood, a war, a terrorist attack – can generate the kind of vast, clean canvases they crave.” (p. 25. N. b. the examples she chooses.)

This was all the more amazing since she finally concluded that the devastation to the Gulf coast by Katrina was the best example of disaster capitalism, with its Green and Red Zones of parallel infrastructures for rich and poor, and at the expense of established government: “Under Bush, the state still has all the trappings of a government – the impressive buildings, presidential press briefings, policy battles – but it no more does the actual work of governing than the employees at Nike’s Beavereton campus stitch running shoes.” (p. 528) In saying all this, her September 2005 article about letting the people rebuild New Orleans is nowhere to be seen.

It is only when the reader finally digests Klein’s thick tome that one realizes that Rumsfeld is the biggest practitioner of disaster capitalism (p. 165), though no examples were provided, only the steps that Bush should adopt if the shock doctrine for the Gulf area did not work about as planned with the electorate:

“Tucked into its ( the Defense Authorization Act’s) fourteen hundred pages is a rider that went almost completely unnoticed at the time. It gave the president the power of declare martial law and ‘employ the armed force, including the National Guard,’ overriding the wishes of state governors, in the event of a ‘public emergency’ in order to ‘restore public order’ and ‘supress’ the disorder. That emergency could be a hurricane, a mass protest or a ‘public health emergency,’ in which case the army could be used to impose quarantines and to safeguard supplies. Before this act, the president had these martial law powers only in the face of an insurrection.” (p. 390)

Rumsfeld’s legacy is that he always had to have his way, even when it came to dealing with the President – what ultimately led to his undoing.
