I was going to post the same video. Here’s my text and framegrabs.

Dam structure may be compromised by potential port originating on lake side of dam. Lessons on fixing this problem from 23:15-24:50. He believes that the weakest point of the dam structure, at this point, is the junction between the Ogie weir and the gates. “High hazard, Oroville dam shines as one of the most poorly maintained dams in the United States,” says Cahill.

Well, according to Scott Cahill, a dam expert, porting is a failer mode prediction. Rewatch his video above to confirm. Haven’t you seen dams fall apart after water starts eating a path in the sand/dirt. Collapse is inevitable!
